This does not necessarily correlate to what the accused or accuser feels. Unfortunately, there will always be at least two problems with this situation...victims who use what Mr. saunders refers to as 'regret rape' to get back at someone, and true rapists who skirt the letter of the law to avoid prosecution (remember, folks, the object of the game is not to determine the truth, the object of the game is to get your client off).
