In its quest for new economic growth in the reform period, the local state of Hebi decided to establish a new growth center away from the hilly mining areas, where the environment and transportation were both less than desirable. The Qibin District was built as the new growth center for Hebi City. The construction of an ETDZ at Qibin as a greenfield project in an agricultural area was far easier and more desirable than building such a center in any of the mining areas, where transportation and the physical environment were, and still are, inconvenient and unattractive.
With such powerful selling-points, why is it, as recent editorial comment and correspondence in this journal has revealed, that Condor has yet to bring a warm glow to the countenance of the L.M.R.'s accountants?
